Abstract: Data centers must sustain high service availability while permitting frequent preventive, corrective, and emergency maintenance on power, cooling, fire-protection, and supporting infrastructure. A Work Permit (WP) provides formal authorization and communicates task hazards and controls, but authorization at one point in time does not by itself ensure that the work remains operationally compatible as plant conditions, alarms, redundancy, concurrent activities, or business priorities change. This paper develops the Operational Maintenance Governance Framework (OMGF), a conceptual artifact that integrates operational awareness into the WP lifecycle. The study follows Design Science Research and combines problem identification, objective definition, artifact design, demonstration, and scenario-based evaluation. OMGF comprises operational context, compatibility assessment, trigger detection, reassessment, governance criteria, authorized decision rights, and traceable outcomes. Its decision set includes continue, pause, suspend, resume, and terminate. Three representative scenarios - loss of redundancy, a critical alarm, and a concurrent-maintenance conflict - demonstrate how the framework structures decisions without replacing risk assessment, toolbox talks, isolation management, lockout/tagout, or existing safety controls. The paper contributes a governance-oriented distinction between occupational safety authorization and continuing operational compatibility. The evaluation is conceptual rather than empirical; therefore, the framework should be treated as a testable design proposition for future field implementation and comparative validation.
