Abstract: This paper analyses the effects of digital governance programs on the performance of the administration and citizen-centric performance within public administration systems using the changing digital ecosystem in India. Based on socio-technical systems theory and governance theory the study synthesizes the interrelation of digital governance inputs (e-governance platforms, ICT infrastructure, mobile governance, Open Government Data and emerging technologies) and outputs like quality-of-service delivery, citizen engagement, institutional trust and inclusiveness in governance. The mediating mechanisms of mediation such as administrative efficiency, transparency, accountability and policy responsiveness are addressed as well as moderating factors such as digital literacy, the digital divide and cybersecurity/ data privacy issues. In the complete literature review, the literature indicates positive associations between digital interventions and improvements in governance but it is also marked by the lack of methods in research. This article has proposed areas of research gaps and directions to be taken in future study through an integrative conceptual framework. The results highlight the transformative possibility of digital governance and warn against inequities based on contextual limits. Theoretical, policy and practical implications are discussed.
