Abstract: Strategic procurement is increasingly recognized as a key driver of efficiency, accountability, and value for money in public institutions. This study examined how strategic supplier selection, e-procurement, negotiation, and contract management affect procurement performance in Kenyan public universities. The study used a cross-sectional descriptive survey design and administered structured questionnaires to procurement officers and management staff. Of the 184 questionnaires distributed, 174 were returned, yielding a 92.5% response rate. Data were analyzed using descriptive statistics and multiple regression. The findings showed that all four strategic procurement practices positively and significantly influenced procurement performance by improving supplier relationships, operational efficiency, transparency, cost management, compliance, accountability, and customer satisfaction. The study contributes empirical evidence from the public higher education sector in a developing economy and offers practical implications for university management, procurement practitioners, and policymakers seeking to strengthen procurement performance through strategic procurement practices.
