Abstract: The problem of the destructive effects of High-Altitude Electromagnetic Pulse (HEMP or EMP) on electronic and electrical equipment has been well known for more than 80 years, and almost 60 years ago, all the data on this effect was declassified. Hundreds of millions of dollars have been spent on EMP research; hundreds of scientific reports, dissertations, and guidelines have been written. Dozens of standards have been prepared and published. There are dozens of types of protection means available on the market. However, in no country in the world has critical civilian infrastructure actually been protected. The reasons for this are analyzed in this article, and specific measures to solve the problem are also proposed.
