The Problems of Testing HEMP Resilience of Civil Critical Equipment on Military Guided-Wave Type Simulator

Abstract: Guide-wave type HEMP simulators are widely used to assess the resilience of ground-based equipment to the electromagnetic pulse from a high-altitude nuclear explosion (HEMP). These simulators were originally designed for testing military equipment according to military standards. However, recently there has been interest in testing the HEMP resilience of critical civilian infrastructure equipment as well. And such civilian equipment is being tested on the same military simulators (since there are no others). The article discusses the problems that arise in doing this and concludes that such testing is not advisable.
