Abstract: This article analyzes the historical and ideological significance of the 1945 Mass Literacy Decree (Bình dân học vụ) in establishing the principle of universal access to knowledge and improving public intellectual standards. On this foundation, the study examines the transition from literacy universalization to the development of digital competencies within the context of national digital transformation, while highlighting current requirements for improving the quality of political theory education. The findings suggest that the spirit of the Mass Literacy Movement retains important methodological value, providing orientation for innovation in political theory education and for developing political awareness, competence, and resilience in the digital era.
