Abstract: Social and emotional learning is an important orientation in contemporary general education, contributing to the development of students’ self-awareness, self-management, social awareness, relationship skills and responsible decision-making. This article reviews studies on social and emotional learning for school students, focusing on concepts, theoretical foundations, the effectiveness of social and emotional learning programs and conditions for application in schools. The review shows that social and emotional learning has positive effects on personal skills, social behavior, mental health, academic outcomes and school climate. However, its application in schools should avoid fragmented, campaign-based or purely communication-oriented implementation. The article proposes several directions for application, including developing an appropriate competency framework, integrating social and emotional learning into curricula and educational activities, enhancing teachers’ capacity, organizing group activities, connecting social and emotional learning with school psychological counseling and developing mechanisms to assess students’ progress.

Abstract: This study takes China's Y Distillery as a case, integrates the SICAS model and 4I theory, and uses in-depth interviews to explore its live streaming e-commerce marketing strategies. The research finds that the enterprise faces issues such as passive brand exposure, homogeneous content, single interaction forms, purchase reliance on price promotions, and low sharing willingness. Based on the identified problems, an optimization strategy is proposed: at the perception level, build a short video matrix to enhance proactive reach; at the interest level, use storytelling content to establish emotional resonance; at the connection level, deepen two-way interaction through brewer Q&A sessions; at the action level, develop cultural co-branded gift boxes to drive value-based purchasing; at the sharing level, design a rebate mechanism to activate word-of-mouth viral spread. This study provides theoretical references and practical pathways for optimizing live streaming marketing strategies of traditional old enterprises.

Abstract: The management of tuition fee assessment and payment monitoring is an essential function of educational institutions, as it directly affects financial operations and stakeholder satisfaction. Lyceum of Southern Luzon – Balayan Campus currently utilizes a manual process for tuition fee assessment and monitoring, which often results in difficulties such as delayed payment verification, inaccurate or outdated records, lack of timely notifications, and challenges in tracking outstanding balances. To address these concerns, this study developed an Online Tuition Fee Assessment and Monitoring System with SMS Notification and Confirmation that automates tuition fee computation, payment monitoring, and real-time communication with students and parents through Short Message Service (SMS). The study employed the Agile Software Development Methodology, consisting of the requirements, design, development, testing, deployment, and review phases. Data were gathered through interviews and surveys conducted among students, parents, and school personnel to identify existing issues and evaluate the developed system. The system was designed to provide online access to tuition fee assessments, payment records, balance monitoring, and automated SMS notifications for payment confirmations and due-date reminders. Results revealed that the major problems encountered in the existing process included difficulty in tracking outstanding balances (99%), lengthy manual assessment and payment confirmation procedures (94%), and payment verification issues caused by lost receipts (92%). Evaluation of the developed system showed that respondents highly recognized its benefits, particularly the effectiveness of SMS notifications in keeping students and parents informed about payment deadlines and balances (99%), as well as providing quick access to tuition fee information (98%). Based on the ISO 9126 software quality standards, the system demonstrated high levels of efficiency, functionality, and reliability, with most respondents expressing satisfaction with its performance and usability. The study concludes that the developed system significantly improves tuition fee assessment and monitoring processes by enhancing accessibility, transparency, accuracy, and communication between the institution, students, and parents. The integration of SMS notification and confirmation features contributes to better financial awareness and timely payment compliance, making the system a valuable tool for educational financial management.

Abstract: The performance of community water projects in arid regions of Northern Kenya remains inconsistent despite continued investments aimed at improving access to a safe and reliable water supply. The Arid regions continue to experience challenges related to project delays, cost overruns, and limited sustainability of water infrastructure. According to the Northern Kenya Water Sector Status Report (2024), approximately 42% of community-managed water projects commissioned between 2014 and 2022 operate below expected capacity or have become non-functional within five years of completion. Therefore, this study examined the effect of project planning on the performance of community water projects in Arid Regions of Northern Kenya. A descriptive survey research design was adopted. The target population included 16 community-managed water projects implemented and rehabilitated between 2014 and 2024 in Garissa County. The study employed census method to ensure comprehensive coverage of the 16 projects. Primary data was collected through structured questionnaires administered to project managers, committee members, and other relevant stakeholders. Data analysis was performed using descriptive statistics, correlation analysis, and regression techniques, with the Statistical Package for Social Sciences used for data processing. The study found that project planning was found to have a positive and significant effect on project performance (β = 0.191, p = 0.000), meaning that improvements in budgeting, scheduling, and stakeholder involvement in planning enhance coordination, efficiency, and timely completion of project activities. The conclusion was made that the projects that have well-organized budgeting, scheduling, and planning processes that involve stakeholders are more likely to have better coordination, higher efficiency, and timely completion of activities. In order to improve project planning, implementing agencies and project managers ought to reinforce planning systems by making sure that budgeting, scheduling and stakeholder involvement are all incorporated at the initial phases of project design.

Abstract: The distribution of public services in Kenya encounters major obstacles that particularly affect Mandera County Government through its devolved administrative units. The public service delivery system experiences negative impacts because of five main issues, which include inefficient procurement procedures and insufficient stakeholder collaboration, disjointed information management systems, and weak inventory control methods. The systemic problems of the organization create barriers that limit the efficient operation of county government and decrease public confidence in county institutions. Therefore, this study investigated the effect of customer relationship management on service delivery in Mandera County, Kenya. The research used a descriptive research design. The research examined a total of 3761 employees who work in the ten different ministries of the Mandera County Government. The study used stratified random sampling to choose 376 participants from different ministries as a representative sample. The researchers gathered data through structured questionnaires. The researchers used SPSS Version 26 to perform quantitative data analysis. The researchers used descriptive statistics to summarize the data. The study also used inferential statistics such as correlation analysis and multiple regression analysis. The results were presented in Tables. The finding revealed that customer relationship management (β = 0.191, p = 0.000) had positive and statistically significant effects on service delivery in Mandera County Government. The study concludes that strengthening citizen engagement, enhancing communication systems, fostering supplier collaboration, and improving inventory control are critical for improving service delivery outcomes. The study recommends that the county institutionalize structured feedback systems and improve complaint resolution processes to strengthen customer relationship management.

Abstract: This study examined the influence of resource capability on the sustainability of health projects sponsored by non-governmental organizations (NGOs) in collaboration with the county government in Kitui County, Kenya. The study was motivated by persistent challenges in Kenya’s health sector, including inadequate service quality, limited technical capacity, inefficiencies, and governance constraints that undermine project sustainability. The study specifically assessed the effect of financial, human, ICT, and physical resource capabilities on the sustainability of NGO-supported health projects. It was guided by the Resource-Based View Theory, Contingency Theory, and Human Capital Theory. A descriptive research design was adopted, targeting six health projects, with a census of 82 respondents drawn from project staff. Data was collected using structured questionnaires, with validity and reliability established through content validation and Cronbach’s alpha. Quantitative data was analyzed using descriptive and inferential statistics, including regression and correlation analysis, while qualitative data was analyzed thematically. Findings revealed that human resource capability had the strongest and most significant positive influence on project sustainability (β = 0.533, p < 0.001), followed by ICT capability (β = 0.282, p < 0.001) and financial resource capability (β = 0.157, p = 0.007). Physical resource capability had a positive but statistically insignificant effect (β = 0.095, p = 0.072). The results indicate that human expertise, ICT integration, and financial management are critical determinants of sustainable health project performance, while physical resources alone are insufficient to ensure sustainability. The study concludes that sustainable health project outcomes depend on integrated resource capability management, with emphasis on human capacity development, ICT adoption, and financial accountability. It recommends strengthened staff training, improved digital systems, and enhanced financial governance to support long-term project sustainability in NGO–county government collaborations.

Abstract: The study evaluated the impact of green procurement strategies on project sustainability in Isiolo County Government, Kenya.  This study singled and checked the influence of supplier selection, supplier relationship management, monitoring and evaluation, and inventory management on sustainability of projects in the county. Informed by the Resource Based View and Lean Inventory theories, the study adopted a descriptive research design and targeted 70 procurement and project officers drawn from departments at the county level. Data was collected through structured questionnaires, where responses were analyzed using both descriptive and inferential statistics, including multiple regression and ANOVA. Based on the model summary, there exists a strong relationship between green procurement strategies and project sustainability (R = 0.806), and a further explanatory power of 65% (R² = 0.650). From the ANOVA results (F = 24.87, p < 0.001), all the predictors jointly and significantly affect project sustainability. Results from the individual predictors depicted inventory management and monitoring and evaluation having the strongest pull-on project sustainability. Nevertheless, supplier relationships and supplier selection also depicted strong effects. Additional diagnostic tests including linearity, normality and homoscedasticity were all met, supporting the reliability on the model. The findings make significant claims on inventory systems and consistent monitoring, and structured partnership with suppliers to drive project sustainability, in the devolved units’ projects.  Among the key recommendations, the study urges the Isiolo County government to adopt lean inventory management, effect real time monitoring and evaluation frameworks and through deliberate policies, strengthen green supplier relationships.  These recommendations, inferred from the study provide empirical evidence for counties to institutionalize green procurement strategies as a tool towards achieving sustainable development.

Abstract: Autism spectrum disorder is a neurodevelopmental disorder that commonly manifests in early childhood, requires timely detection and intervention. At the grassroots level, health workers and population collaborators have frequent opportunities to interact with children and families, yet they still face difficulties in identifying early signs, counselling parents and making referrals. This article analyzes the training needs of health workers and population collaborators in early detection and support for children with autism spectrum disorder in the community based on a survey of 80 participants in Thuan Thanh Ward, Bac Ninh Province. The study employed a questionnaire survey combined with in-depth interviews and the quantitative data were analyzed using descriptive statistics. The findings show that the counselling and referral capacity of grassroots personnel remained at a moderate level. The highest self-confidence score was found for knowledge of referral procedures and referral addresses (Mean = 3.25) whereas the lowest score was related to guidance on procedures for disability certification (Mean = 2.45). The most prominent training need was communication and psychological counselling skills to persuade parents selected by 97.5% of respondents, followed by information on social assistance policies and reliable intervention service providers selected by 93.8%. The article proposes a practice-oriented capacity-building program that integrates knowledge of autism, family counselling skills, initial screening, referral and resource linkage.

Abstract: Despite the high burden of malnutrition and the increasing demand for nutrition services in Somalia, many nutrition graduates remain unemployed or underemployed. This study examined barriers contributing to the mismatch between nutrition education and labour market opportunities. A mixed-method cross-sectional design was employed involving 120 respondents, including nutrition graduates, employers, and academic staff. Quantitative data were analyzed using descriptive statistics, while qualitative data were analyzed thematically.

Findings revealed a high unemployment rate among respondents (62.9%), with only 37.1% employed. A substantial proportion (69.7%) were working outside their field of specialization, indicating a significant skills mismatch. Employment opportunities were largely limited to short-term humanitarian partner-supported positions, which had declined by approximately 90%. Weak integration of nutrition services into the health system—particularly the absence of dedicated nutrition and dietetics posts in hospitals—further constrained employment. Additional barriers included donor dependency, limited private sector engagement, weak integration of nutrition into health systems, and the absence of professional regulation and national dietary reference standards.

The study concludes that unemployment among nutrition graduates in Somalia is driven by structural and institutional weaknesses across the health system, education sector, and policy environment. Strengthening workforce planning, curriculum relevance, professional regulation, and sustainable job creation is essential to improve employability and optimize the nutrition workforce.

Abstract: Technical and Vocational Education and Training institutes grants central accountability in guaranteeing that the youth obtains technical expertise wanted for job occupation and national expansion. The government of Kenya has put first TVET as a way of handling youth unemployment and bond the expertise gap within labor market. Nevertheless, in the face of policy backing and augmented public investment, a lot of TVET institutions endure to face insistent performance difficulties amongst them lower student registration, disorganized resource use, insufficient funding, and weaker stakeholder commitment. Therefore, this study investigated the influence of influence of strategic planning practices on performance of TVET institutions in Uasin Gishu County, Kenya. A descriptive design was applied. The target population was 144 respondents obtained from 24 chosen public TVET institutions in Uasin Gishu County through stratified sampling technique. The sample size was 44 respondents of the chosen institutions which comprised the institutional administrators and board team. The data collection instrument was a structured questionnaire. The investigation of quantitative data was by descriptive measurements. The inferential assessment approaches were correlation and multiple regression assessments. The study established that the strategic planning practices (β=0.521; p=0.002) of TVET institutions had contributed to a positive significant influence on their performance. The concludes that strategic planning practices provides a clear outline for objective setting, effective resource allocation and alignment of educational programs with local industry demands. The study recommends that the strategic planning practices can be improved through adoption of a comprehensive strategy that includes stakeholder commitment, capacity building, and data-led decision-making process.

Abstract: Horticulture has emerged as one of the most dynamic sectors of agricultural development in India, particularly in the northeastern region, where ecological diversity and varied climatic conditions favour the cultivation of a wide range of fruits, vegetables, spices, and plantation crops. Arunachal Pradesh possesses immense potential for horticultural expansion owing to its fertile soils, abundant rainfall, and varied altitudinal zones. Among its districts, East Siang District is particularly suitable for horticultural development due to its agro-climatic advantages and agrarian tribal economy. Despite these favourable conditions, the district continues to face several structural, technological, institutional, and infrastructural challenges that limit commercial horticultural growth. The present study analyses the major problems and prospects associated with horticultural development in East Siang District. Based on secondary data, field observations, and a critical review of existing literature, the findings reveal that horticultural growth in the district is constrained by poor cultivation practices, limited scientific knowledge, absence of quality planting materials, inadequate irrigation, pest infestations, transportation bottlenecks, weak marketing networks, labour scarcity, limited banking access, and a complete absence of cold storage infrastructure. At the same time, the district demonstrates significant potential owing to favourable agro-climatic conditions, growing farmer awareness, improving market connectivity, and governmental initiatives promoting horticulture in northeastern India. The paper recommends integrated policy interventions covering extension services, cold storage infrastructure, institutional credit, market reforms, and transportation development as prerequisites for sustainable horticultural growth in the region.

Abstract: This study examined the impact of electronic procurement on the performance of Micro, Small and Medium Enterprises (MSMEs) in Nairobi City County, Kenya. It focused on e-tendering, e-sourcing, e-invoicing, and e-payment, as well as technological barriers affecting adoption. Guided by Innovation Theory, Entrepreneurship Theory, and Diffusion of Innovation Theory, the study adopted a descriptive research design targeting 3,000 MSMEs, with a sample of 353 respondents selected through stratified and simple random sampling. Data was collected using structured questionnaires and analyzed using SPSS (Version 26) through descriptive and inferential statistics.

Findings show that all four electronic procurement practices have a positive and statistically significant effect on MSME performance. E-sourcing had the strongest influence (B = 0.531, p = 0.000), followed by e-invoicing (B = 0.279, p = 0.000), e-tendering (B = 0.129, p = 0.000), and e-payment (B = 0.127, p = 0.000). Overall, the study concludes that electronic procurement enhances efficiency, transparency, and competitiveness among MSMEs. It recommends targeted government support and policy interventions to improve digital adoption and reduce technological barriers.

Abstract: This study examined the influence of revenue collection system integration on the performance of Nairobi City County, Kenya. Specifically, it assessed the effects of ICT infrastructure, staff competence, data storage, and digital communication on organizational performance. The study was grounded in organizational theory, diffusion of innovation theory, and competence motivation theory. A cross-sectional research design was adopted, targeting 76 employees in the Nairobi City County Treasury, with a census approach used for data collection. Primary data was gathered using a semi-structured questionnaire, which was pre-tested in Kiambu County. Validity and reliability were ensured through content, construct, and criterion validity tests, and Cronbach’s alpha coefficient (≥ 0.7). Data analysis combined descriptive and inferential statistics, including correlation and multiple regression analysis. Findings revealed that ICT infrastructure, staff competence, data storage, and digital communication all have a positive and statistically significant influence on the performance of Nairobi City County. The study concludes that ICT infrastructure enhances inter-sectoral communication and service delivery, promoting efficiency and economic growth. Staff competence improves service delivery, citizen satisfaction, and institutional trust through enhanced employee effectiveness and innovation. Data storage supports informed decision-making by enabling efficient data management and analysis, while digital communication improves transparency and citizen engagement through online platforms and mobile applications. The study recommends that Nairobi City County strengthen partnerships with private technology firms to expand ICT infrastructure, particularly in underserved areas, and enhance digital access. It further recommends continuous staff training in leadership, communication, and technical skills, adoption of cloud-based data storage systems to improve scalability and collaboration, and implementation of public digital literacy programs to improve citizen use of digital government platforms.

Abstract: Amidst the aggressive wave of globalization and the risk of monolithic value standardization, the world of education faces a serious challenge in the form of cultural alienation among students. Education is often trapped in the pursuit of technical dexterity and global rankings while ignoring the sociocultural foundations on which these institutions stand. This study aims to explore strategies for integrating local wisdom into formal education curricula as an instrument for strengthening students' identity and moral compass. This study uses a library research design with a qualitative-descriptive approach with a philosophical-pedagogical orientation. Data are sourced from educational policy documents (the Independent Curriculum), the philosophical text Lontara Turatea, and reputable scientific literature relevant to developmental psychology and educational theory. Analysis is conducted using content and thematic analysis techniques to synthesize modern educational theory with local values. Research findings indicate that Turatea's philosophical values, such as Siri' na Pacce (integrity and empathy), Acca na Lempu (intelligence and honesty), and Tangngammono (resilience), have a very strong organic relevance to 21st-century competencies. The integration of these values ​​through the Cultural Scaffolding method (Vygotsky) and the strengthening of the Mesosystem (Bronfenbrenner) has proven to be able to break down the barriers between schools and students' social realities. This process transforms abstract material into functional and applicable knowledge through the utilization of local contexts such as agrarian and coastal economies. Internalization of local wisdom does not trigger narrow ethnocentrism, but instead strengthens national identity and increases students' self-esteem through the Global Mindset, Local Punch paradigm. The local culture-based curriculum serves as a moral anchor that equips students with cultural resilience, so they are able to compete in the global arena without losing their identity.

Abstract: The Kenyan Government highlighted road construction projects as a central part of development. Substantial investments were prepared in the construction and maintaining of national road trunk, representing the country’ transport principal approach. The Kenya Road Board assigns finances to the Kenya Urban Roads Authority, the entity accountable for upkeep of roads in Kenya. Nonetheless, the Kenya Urban Roads Authority confronted problems in monitoring and evaluation, ensuing poor performance in road projects. Therefore, this study sought to investigate the influence of monitoring and evaluation budgetary allocation on performance of road construction projects under Kenya Urban Roads Authority. The study applied descriptive design. The study sampled road projects with a total population of 80 respondents. All the 80 respondents participated. The processing of gathering data was done using a questionnaire. Descriptive and inferential statistical methods were utilized in examining data for establishment of variables relationships. A positive significant influence of monitoring and evaluation budgetary allocation on the performance of road construction projects was revealed. The study concluded that the M&E budgetary allocation brings significant difference in project management as the organization ensures the accountability of every single cent. The study recommends that the organization ought to involve all the major stakeholders during the process of budgeting to assure that the allocation of M&E finances.
